No, you can receive a very large shock, potentially up to 50 (some sources say 220) volts, enough to knock a person off his feet and potentially enough to kill someone with a weak heart. This typically occurs if you come in contact with the disk in the pectoral region of the ray. Typically a person is numbed to some degree by a shock, a reason they are called numbfish in some areas. I believe handling a dead electric ray is safe.
