Fished with two friends on Thursday morning at the Newport Jetty. Fished the outgoing tide from 7AM-11AM at the very end of the jetty. Started bottom fishing with carolina rigs to lessen the chance of snags baited with shrimp or squid. Bite was slow. Caught a small sculpin. My friend caught a small calico bass. Another friend hooked a large fish on the bottom (most likely a sheephead) but lost it in the kelp. There were also were three other anglers who between them landed a couple small white fish, a couple black perch, and a garibaldi.
I switch to a float rig with a sabiki and landed two good size mackerel, three jack smelt (one large one), and a small blue perch. Not sure what contributed to the slow bite but I don't think the outgoing tide helped.
I really like this spot. I'm going to try to set aside time for a longer session when I can fish the incoming tide and see if my results are better.
