Poacher at the Paradise Park Pier?

I have gotten reports of poaching at the Paradise Park Pier, specifically that at least one individual who is using multiple rods/reels continues to take fish including just a few days ago two halibut, one at 32 1/2" and one at 25". I will let my contacts at the California Dept. of Fish and Wildlife know but it sounds like the rangers at the park itself should know what is going on.
