I did some checking and found out that yes indeed the Ocean Beach Pier has now been closed for around three weeks. The closure was due to damage to the railings (again) from high tides a few weeks ago. The problem now is that the city hasn't decided if they should go ahead and make the necessary repairs to the railings at this time and open the pier up or leave it shut down given that we are entering the winter season and more high tides and more damage is expected. Personally, given that it is only November, and given there is no guarantee of further damage, I would fix it and open it up.
But I am not the one doling out city repair projects and looking at the expenses involved.
