Fishing from the Harbor

I figure you guys would know better than I. I just started pier fishing a few years ago, but only make it out a handful of times a year. I guess I would call Dana Point/San Clemente my go-to's. When in Dana Point Harbor, are you allowed to fish off the railings that aren't the pier area? Like behind the Henry Dana Statue, etc. I know you can go out to the jetties, but wanted to see where else was available.

Well since its not a public pier or jetty you would need a ca fishing license to fish.

There are certain areas like in front of the harbor patrol building and across the channel by the restaurants where you are not supposed to fish. Other than that everything else is open as far as I know.
