Does the amount of seaweed around Dumbarton slow/decline?

Took the kids out for a bit on Saturday 11/2 right at high tide at about 10:30am to fish the outgoing at Dumbarton. Couldn't have been more than 10 seconds of dropping some bait when seaweed just started amassing around the swivels and hooks. Only stayed for an hour after having to clean like a cumulative 5 pounds worth of seaweed off lines of 2 impatient kids.

Narrowly avoided a complete skunk when a brave little barred sculpin decided take a bite, seaweed and all (that counts right?)

Are there better months for this pier when bait doesn't get buried in seaweed after a few minutes?
