You mention multiple times, in your article, that starry flounder are much less common than they used to be. Why is it still included in the fish with no limits? Does no one at Fish and Wildlife notice when catches are decreasing?

That's a good question, one that I do not have an answer to. However, many of their recommendations on limits are based on the numbers that show up in the commercial catches each year (or trends). Perhaps there hasn't been much change commercially? I'm pretty sure most recreational anglers would agree that the numbers are down.
