Long ago I went to some meetings regarding building a reef at the Long Beach pier. Maybe this one is instead of that.
It was called the Monsanto lawsuit project, or something similar.
It had to do with Monsanto Chemical Company dumping PCB and other chemicals in the ocean in Rancho Palos Verdes.
They would pay for the reef construction, so fish population would have a place to live and hopefully increase in numbers.
The first place considered was San Pedro, next to the Cabrillo pier. However, the bottom was too soft. Then Long Beach Veterans Pier was considered.
Perhaps the Rancho Palos Verdes is the final spot or in addition to Long Beach.
I have not heard from the committee since the last meeting.
