Rather than try some more popular spots, I checked out "Bimla Rhinehart Vista Point" at Treasure Island for a couple hours around high tide yesterday. The surrounding area is still fenced off for construction but there's a dirt lot with a very walkable paved path to the pier. The pier itself is spacious and clean. Despite its short length, the water at the end is pretty deep, so I imagine this is a good shark/ ray spot.
As for me, I decided to flip a couple live bait out to see if there were any stripers or halibut hanging around the pier. It took quite a few net throws to pull up 3 shiners, and they all went untouched the whole time. I imagine any of the usual baits and a heavy spider or claw sinker cast overhead off the end would give you a high probability for sharks and rays.
For anyone else thinking of exploring this spot, be prepared to walk any large fish you hook off the end to either side of the pier for netting. Firstly, the railing at the end is high enough to make it awkward for anyone under 6' to reach over. Moreover, you can see in one of the attached photos, there are old pilings that extend quite a few feet from the railing. That makes it impossible to net a fish directly at the end without climbing over the railing and onto those pilings.
