Newport Oregon has some docks that people fish off of like piers.

I've fished the small pier in Brookings Harbor with good success. It's near the entrance of the river and produces a nice supply of perch, kelp greenling, cabezon, etc. The problem is that in Oregon you do need a license to fish the piers. My visits are usually just an extension of my visits to Crescent City and I hate having to buy a Oregon license for just a few hours of fishing.
