Agreed! Seems was too light. Claiming you do not know what species of fish you caught is no excuse (or should not be an excuse).

What a joke of a sentence.
I would really like to think there was no deliberation in this act? I can only put a question mark here because I don't know the true intent of the person. As Glen has mentioned, time and again, these are the same issues (like politics) that arise on this board over and over... but it never seems like we ever come up with a soluble answer?!
I am just going to say more intensive signage at these piers and shorelines where it is known that carcharodon carcharias are wasted annually like: Huntington Beach; Hermosa, Manhattan, Redondo.

It is not our place to come up with a solution, it's up to the Department to enforce the rules and up to the Department's lawyer's to convince a judge as to a proper sentence. Our place is simply to urge our members to know the rules and not to break the laws. As far as signage, I believe most of those piers you mention do have signs regarding great whites. Below is a picture I took at the Huntington Beach Pier.
