Moss Landing — Anyone know?

Driving from Santa Cruz to Monterey the other day I stopped to take a picture of the pier that sits just west of the HY 1 bridge. WAY back when, 1976 to be exact, I fished from some floating docks that set in the same spot as this pier. The pier appears fairly new but is blocked off and both the pier and an adjoining dock appear to be no fishing.

I then stopped into the Harbor Master's office and asked about the pier. I was told that it doesn't allow fishing and that it is leased to the restaurant at the foot of the pier. I said what if the restaurant allowed people to fish there? His reply was that it wasn't possible, all of those waters were within the Marine Protected Area. It didn't make sense to me since I thought I had once looked at the maps and the two marine protected areas were both east of the bridge.

When I got home I checked out the MPA maps and sure enough the MPA's appear to be east of the bridge and the bay itself appears open to fishing. Don't know why the guy would lie to me but it sure appears he is wrong. Anyone have a better understanding of the status of the harbor at Moss Landing?

I was under the impression it’s legal to fish from that raised walkway (in your photos) but not from the floating dock.
The Elkhorn Slough SMR border is about a half-mile EAST of the hwy 1 bridge and extends eastward to Kirby Park. So, the person in the harbormaster’s office is completely wrong...it’s legal to fish in moss landing harbor.

That's how I also read it although from the looks of the pier it did not appear anyone had fished from it. The dock itself was fenced off and locked.
