What size hook and line do you use to hook the live anchovies? I went yesterday for the first time but I think my hooks (size 1) were too big and didn't end up presenting the bait well (I didn't catch anything fly-lining anchovies although I did catch a lizard fish with dehydrated sandworms on double dropper loop rig (sandworm on top and shrimp on bottom). FYI I was fishing off the corner at the end of the dock facing the other side of the marina - there were 4 huge sea lions which I'm sure didn't help my attempt to catch anything. I did notice the other fisherman on the dock was fishing against the harbor wall and caught 2 bass.
