Fort Baker Pier in Sausalito is a NO.
If you step on the Westside of the Gate, like Kirby Cove and Baker Beach and beyond, a definite green-light YES.

Doesn't the wording say that anywhere inside of the golden gate bridge is considered SF Bay? Haven't lived up there since 2015 and forgot the minutia of the regs...
