Less than seven weeks after California Assembly Bill 3030 died in the state's Senate Appropriations Committee, California Governor Gavin Newsom today bypassed the legislature and signed an executive order to implement the goals outlined in the controversial proposed legislation.
AB3030 had threatened access to recreational fishing in California's coastal waters, and was overwhelmingly opposed by state's angling and boating communities. Opposition to AB3030 was led by the Coastal Conservation Association of California.
In a clear end-run, Newsom drafted this order in collaboration with AB3030's sponsor, Assemblyman Ash Kalra (D, San Jose), and with little warning to opponents of AB3030, signed the order in a live outdoor broadcast from a walnut grove.
Item 2 of the order reads: "To support the global effort to combat the biodiversity and climate crises, it is the goal of the State to conserve at least 30 percent of California’s land and coastal waters by 2030."
According to language in the order, the California Natural Resources Agency and other relevant state agencies are directed to develop and report strategies to the Governor no later than February 1, 2022.
