    Fished balboa pier from 10am-12pm on Wednesday, at the peak of high tide. Only caught 3 sardines, but the pier was mostly empty and the other guy fishing next to me caught 3 mackerel as well.     Should work, I’ve used salted anchovies and herring for halibut with reasonable success. The belly doesn’t seem to blow out as much as on frozen, but it will seem a bit shrunken and brown compared to fresh. Doubt it makes too much difference though.     From what I’ve seen at the muni pier, the seals don’t really bother bait that are in cages. I’ve had seals try to drag my nets under before I built some bait cages.     Doubt that the muni pier will close because so many people still use it, but I know that the surrounding museums are. If it is closed, fort point and pier 7 will most likely be open.
