From a pier, fish with the wind at your back. Rougher conditions call for heavier line and weights.
From shore, cast sidearm keeping the terminal tackle (bait or lure) low. With a spinning outfit, all that's needed is a little sideways snap from down low to get the lure or bait out. Also, from shore, if you can find a protected area like a little cove or the lee side of a jetty, fish from it. Finally, except in very rough conditions, there are more fish and bigger fish in close than you'd think. So try closer in, possibly with a heavier weight as kingjester suggested if the inshore conditions are rough.
