that snagging is illegal. Why it's not it the Ocean book is only known by those folks who make this stuff up.

I'd go ahead and call anyway. Regardless if it's WSB or another species , the act of snagging is occurring and the more calls they get on this stuff, may tell them there is a big problem in a certain area that needs more attention.
