Dorsal spines and soft rays are more uniform--a brown rockfish's spines are much taller than the soft rays. Anal fins and spines also suggest a grassie. Though it's hard to see in the picture, there looks to be no conspicuous dark spot on the gill cover, another characteristic of the brown rockfish. Dr Love would know, though.
