|SENATE FLOOR ALERT - Oppose this troubling bill!

RE: AB 2532 (Laird) Fishery Management
This problem bill has been floating through the Legislature, but it needs your attention.
Existing law contains a comprehensive framework for developing and adopting fishery management plans to regulate recreational and commercial fishing (Marine Life Management Act - MLMA). It includes who, when, why, what and how to prepare regulatory plans. This bill recognizes the complexity and cost to preparing fishery management plans, however, rather than actually fixing current law it adds new provisions which cause new problems and cost millions of dollars.
o Provides for a framework within a framework - it authorizes the Department of Fish & Game to adopt a “management framework” for each fished species but provides no funds to do so.
o Continues duplication in regulating fishing activities between the MLMA and the expansive restrictions that are part of marine reserves.
o Allows Fish & Game to enter into “reverse contracts” whereby it finds a special interest funder to pay for implementing regulatory programs, outside the state budget process, thereby circumventing legislative and public oversight (in the past 3 years it has contracted for approximately $9 million in reverse contracts).
o Defines co-management partnerships so that unrelated third parties could have a significant role in managing legal fishing operations.
AB 2532 adds needless bureaucracy and cost to the work of an already overworked state agency. The Department's of Fish & Game and Finance oppose AB 2532 and so do the following organizations:
