Would a Shimano TLD 15 paired up with a Sabre Strocker 8 foot (the yellow and blue one without the reel seat) with 30 lb mono be good for bat rays?

Yeah, that is a stout combo and should be able to tear down (land) any batrays you may encounter. Should be good for sharks, WSB, big calico, yellowtail, and halibut too.

Tld 15 is a lever drag, not great in casting. no real casting controls.
A star drag reel would be better choice.
