Saw a guy catch a needlefish on Sunday. What's the best way to get 'em, and how big do they get?

They're tough to catch although my dad used to get them on a smelt fished under a bobber in Mission Bay. I believe jimbojack got several while using a Sabiki from the bridge in LB.

I've caught Needle Fish in Newport Harbor and at Seal Beach on a shiny bare hook and a small Krocodile. Both times were on a very quick retrieve.

Don't use a sabiki for needlefish. They go nuts when you hook them and will roll into the sabiki and ruin it. What worked best for me was using a cheap clip on bobber attached to a swivel, that was tied to a two foot leader with a #6 hook. Float the rig out with a strip of mackerel or squid. They hit hard and fast, so you can't set your rod down or you'll miss the strike. I've also seen them taken on small lures. The flesh is sometimes green but fine textured and similar to smelt. Very bony. Good luck.
