If I recall in a previous post we read. Someone did ask DFG and less than half survive predation coming down the river.

But in regards to the snafu in transport, mechanical failure can and does happen. Equipment and human operators aren't perfect. And 60% survival isn't a total waste and still comparable to a natural release at the hatchery. They'll have more shipments and some fraction of the young salmon do make it into the Bay. The question really is the survival rates of salmon in the oceans and what happens to them.
