Pier Fishing in California

Many anglers VS few anglers.....

Do you guys think the odds of catching fish is greater when you have pier FULL of anglers soaking live bait or do you guys think its pretty much the same with a few anglers soaking bait? I personally think more fish will come in to eat if there is lots of bait being soaked... therefore its better to have a crowded pier???any opinions????
