I have heard two different opinions. Not sure which is correct. I would never intentionally snag a fish. But want to know if I should call DFG CalTip when I see someone snag a WSB.

AFAIK, the ocean regs for 2008/2009 are not sufficiently explicit enough to the point that it outlaws snagging. I've checked section 28.65 on general gear restrictions as well as 28.35 for White seabass.

Ironically, snagging is explicitly illegal for Stripers and sturgeon as stated in the regs section 27.85 and 27.90. Go figure.

So where there is absent prohibitions... it's legal. And if ticketed for such a violation, the regs are obscure enough such that most folks would never be able to interpret intent of the law... well, then the law is unenforceable and a judge would have to throw out a citation as such as well intentioned as any law enforcement person was.

The problem with snagging is the potential fatal damage it does to undersized fish that must be released. From previous posts here on this subject it seems that the DFG resists imposing an anti-snagging regulation simply to protect the interests of party boat operators who would complain about having to release foul-hooked fish such as barracuda.

I have seen a significant drop in the numbers of pier caught corbina at Goleta due to numerous snaggers over the past few years - there are several apparently organized groups which have been known to fish for sale. This is an important loss since for years Goleta was known as one of the few places that you could catch corbina on bait.

I'm hoping that eventually the County will step in and impose a local ordinance to protect the resources at Goleta which is one of their mandated objectives ... I don't see any protection coming at the State level in the near future.

I'd go ahead and call anyway. Regardless if it's WSB or another species , the act of snagging is occurring and the more calls they get on this stuff, may tell them there is a big problem in a certain area that needs more attention.

haters, the law breakers and the mischief makers will get their just rewards. But, I will be long gone before that day arrives. There has always been sloth and indifference by some to "societal norms" and "the rules" but the degree of self indulgent "I can do whatever I want attitude" seen today is appalling. Most anglers know there is little chance of getting caught when they break a law so whatever small chance of doing right that remains owes its existence to ethics and moral character. For far too many people those two attributes seem to be missing.

And, just to be clear, piers are only one of many such locales suffereing from these attitudes. Talked to Ed Roberts who is now up in Eureka and he commented on the terrible amount of poaching taking place up there. And, it's almost all non-pier since there are so few piers and so few pier anglers in the area.

He should check out the Mad River by the hatchery during the winter steelhead run. It's so bad that I refuse to even fish there anymore because I don't want to be associated with those snagger punks that couldn't get a fish to voluntarily take a bait if their life depended on it.

snagged are under the legal size. The technique may not be illegal but the practice at the piers has been to snag almost anything seen including many undersized fish. An occasional visit might decrease the number of illegal fish being kept.

Hence my reason for asking if it is legal. Now I know it is 'not-illegal' to snag seabass. So I guess I will not call DFG CalTip. Bummer. Not that I was looking forward to turning sombody in to DFG. But I find the practice reprehensible.
And unfortunately (for DFG and the fish I suppose), none of these particular bass are undersize. The school cruising the wharf is comprised of 20-40lb fish.
